Give 'Em a Cow!
I received an email today that included this thought. I am not sure what prompted it, but it is interesting.
"Is it just me, or does anyone else find it amazing that our
government can track a cow born in Canada almost three years ago,
right to the stall where she sleeps in the state of Washington. They
also tracked her calves to their stalls ... but they are unable to locate
11 million illegal aliens wandering around our country. Maybe we should
give them all a cow."
"Hello, Onstar. How may I help you?"
"This is the federal gubment. We need a location on Joe Nobody's cow."
Mmmmoooooooo.

Cow sales have a paper trail. Illegal immigrants don't have (as much of) a paper trail.
Furthermore, it's not an issue of inability to find a specific immigrant if they are looking for that specific immigrant, it's a problem of scaling that to 11 million illegal immigrants. The fed gov could track one illegal immigrant or one cow, but they couldn't track 11 million illegals or 11 million cows.
Yeah, but if you really want things to grind to a gridlocked standstill, have them try to track an illegal immigrant cow!
